Citizens Allied for Pennsylvania Patients (CAPP) is a non profit organization dedicated to correcting problems in the medical liability system in order to make health care more affordable and available in Pennsylvania.
   
   
   

 

 

 


CAPP's main objectives are to:
bullet Maintain existing legislative reforms, like those in MCARE
bullet Support favorable judicial decisions in medical liability matters
bullet Focus on securing reforms like those in California to result in a stable and predictable market for professional liability insurance.

Milliman Study
CAPP engaged Milliman USA to analyze the effect of a $250,000 cap on medical malpractice losses and loss adjustment expenses for physicians in Pennsylvania. The results of the study completed in July 2003 show a 12% savings at the primary level and a 42% savings at the MCARE level. This translates to an 18% overall savings.
